I am fascinated by many theories and ideas. The validity or truth value isn't what drives the interest, but the possibility thereof. A man who has interested me for many years now is Nostradamus. Whether his predictions are true or false is almost irrelevant. It is the idea of trying to piece puzzles together while deciphering an unknown language. It is the idea of making us think. So, as a side note, I ran into an interesting quatrain of none other than Nostradamus. There are two versions of the same quatrain that I know of, so I will post both to avoid confusion.
Century II Quatrain 78
"The great Neptune from the depths of the sea
Will come to the people with Punic and Gallic blood mixed
The Isles bloody because of too slow rowing
It will do them more harm than their occultism poorly concealed"
Or..
"The great Neptune of the deep of the sea
With Punic race and Gallic blood mixed.
The Isles bled, because of the tardy rowing:
More harm will it do him than the ill-concealed secret."
If you haven't figured it out already, it could be a possible link to the devastation in Haiti. I'm not saying in any way, shape or form that this is DIRECTLY related or means anything. But as I said before, it's something to make you think. I will point out a few things to help better your understanding, and maybe you'll research on your own to see what you find.
First off, "the great Neptune" (Also known as the Greek god Poseidon) is considered to be the god of the sea and also credited to be the god of earthquakes.
"Depths of the sea" is just that. The earthquake in Haiti happened at a depth of about 8.1 miles down, which is about 13 kilometers. Yes, that's pretty far down. It occured on the Enriquillo-Plantain Garden fault, which extends from Haiti and farther West out East into the Caribbean. That would mean the quake was massive, and it was. Keep in mind, Haiti was not the only surrounding countries to feel the quake, but the got the bulk of the blow.
"Punic and Gallic blood mixed." Punic (from Latin, meaning Phoenician) were people of North Africa. Through research, I did not find any confirmation on what they were as a people. But one could take an educated guess that being from North Africa, the possibility of a black race is one to ponder. Gallic, or Gaul, (derived from a region of Europe) is a synonym for French, one of the official languages in Haiti.
Isle means island. As I said before, not only Haiti felt the earthquake and was effected by it. Surrounding islands or "Isles" were also within the quakes reach.
"Too slow rowing", or "tardy rowing" Could imply the needed help that was sent by sea. For example, we sent ship hospitals over that took some time to get there. During this time, Haiti was overwhelmed with the amount of blood and bodies that needed immediate medical attention that couldn't be granted.
Lastly, "do them more harm then their occulticism poorly concealed." Occult comes from the Latin word "Occultus", meaning hidden secret. Occulticism is the study of hidden wisdom, a study of truth that involves such subjects as magic or voodoo. Black magic or voodoo is a syncretic (growing together) religion or belief originating from the country of Haiti.
Again, I am not saying this is directly related to Haiti. All I'm saying is that the possible relationship should consider some thought. If you believe, then you believe. If you don't believe, then it's still interesting to untie the knots.
p.s. A 2007 hazard study noted that the Enriquillo-Plantain Garden fault zone could be nearing the end of its seismic cycle. It was concluded that a future possibility could include a size 7.2 magnitude earthquake in this zone. 2008 included geologist opinion on this zone being a high risk of seismic activity. All the dots add up. It's exactly what happened.

There are many pretty closely correlate interpretations of Nostradamus. Making this one is definitely food for thought and you have set up some links with the French-North African connection. However, Haitians seem to come from the Sub-sahara Africa. It could well be that the "Punic" reference could cover Africa south of the Sahara as well.
